Move plugin settings under Language & Frameworks #79

Summary

Currently, plugin settings are under Settings > Tools > WireMocha which is not the best place for it.

Instead, it should be moved to Settings > Languages & Frameworks > WireMocha.

Notes

The new location of settings should not and must not affect existing user settings.
