Shows a diff before uploading and asks interactively whether to apply the changes.

No hunk-selection, though ;)

What's the back up file needed for and why is it optional?

The backup is a new feature. It's so you can revert to the previous online version if you notice you've made a mistake.

It's optional because only one backup file name is supported and you might not always want to overwrite the old version.
