Add div<E,B>_cleaning Args to PICMI_ElectromagneticSolver #46

This adds the arguments divE_cleaning and divB_cleaning to the class PICMI_ElectromagneticSolver, for the div(E) and div(B) cleaning formulations of Maxwell's equations, respectively.
