POC decorators @pipeline and @step

As a Data Scientist I want to develop a POC So that I know how the steps and pipelines will be implemented before the refactoring

Acceptance Criteria:

• [x] a step decorator or class should available
• [x] a pipeline decorator/class should be available
• [x] pipelines/steps should be able to track their states (FAILED, RUNNING, SKIPPED, etc)
• [x] a step should be able to retrieve its own logs
• [x] a step should be able to time its own duration
• [x] steps should be able to be forced running when the pipeline has failed
• [x] the step should be able to send its own logging to picsellia
• [x] the pipeline should be able to register its steps before running
• [x] Decide with @n7-Thomas and @hicham how to resolve pipeline scan and context injection
• [x] Apply the changes that were discussed

Definition of Done:

• [x] All acceptance criteria are met.
