"other claims" displaying on every open/multiplayer bounty #387

Currently the "other claims" label is showing on every open bounty no matter what stage it is in:

This "other claims" text is ONLY meant to be displayed when an open bounty is under vote, and there is a reason to display "other claims" under the single claim that is being voted on.

In scenarios where this is no claim being voted on, there's no reason "other claims" should be displayed.
