-Use better pip commands Got some messages saying calling pip directly instead of trough python -m pip is gonna be deprecated soon. Also updating pip before updating requirements

-Add time sheduler feature #237 -fix socket.io connection, use same url base #284

Don't merge yet going to move time scheduler to only affect download jobs
