handle more links, blockquote and images #340

With this pull request we now improve the fedwiki translation to recognize relative and anchor links. Relative links refer to additional resources within the repo and begin with a single slash, /blahblah while anchor links refer to sections of the document, #blahblah. We also recognize blockquote and translate them line-by-like to the html tag. The public site now has these improvements. pie.fed.wiki

Relative links make image references work. image

Anchor links make the original Table of Contents mostly work.

(except where we break on sections differently) image

Blockquotes makes the many quotations work.

I've added one more small adjustment to this pull request.

I'm including major and minor sections into the generated table of contents. I now format the major section titles as h3 and preview the first paragraph of the section in the table of contents. For most sections this works great. If this is an agreeable format then some tuning of the few awkward section introductions is in order. I could draft something or leave that to Rick.

Here is a sample where it works well. Remember that the "ref" links are just for my assistance while tuning the translator.
