Filter refinement #43

Add upcoming 6.5 release and switch to 6.4 by default. Remove some filter rules that can never match. (AS 0 and IPv4 on IPv6 only session) In 6.5 (or -current) it is possible to match multiple ext-communities so remove the workaround for that if version > 6.4.

Merged into the 'dev' branch, along with some minor changes.
