Change ix-f version from 0.6 to 1.0 (0.6 are incompatible with PeeringDB and/or Euro-ix) Add 'ixf_id=num' for Euro-ix

Hi @happyhater, thanks for noticing this issue and contributing to fix it. I'm going to continue your work on this; I'll finish this off and I also plan to adding a test to verify that the JSON file produced by the tool is properly validated by the Euro-IX platform (https://ixpdb.euro-ix.net/en/validator/).
