CFL_warn fix

cfl_violation fix for static conditions with unexpected source added by user and further development for repeating steps scenarios:

• suspend calling time_step while step is repeated
• control dt shrinking by dt_cur_shrink variable
• new experimental scenario flex that takes precise dt shrinking in just one step repetition attempt
• rename variables to have code better readable
