Add invite system #206

Invites

[ ] Should have an expiration time
[ ] When a user is banned, any existing invites should be revoked

Admin panel

Invites page
- [ ] Invites should not be consumed if registration is open
- [ ] Checkbox to enable/disable invites
- [ ] Add a way to grant a number of invites to all users (not banned)
- [ ] Add a way to grant a number of invites to one user (not banned)

User menu

Invites page
- [ ] Generate invite URL and optionally send to an email
- [ ] List all invites whether consumed or expired
