Add fping in the container
Some clean space with apt-get not install recommends
Add readme for make ping and discovery

Hi, Thanks for your contribution, I really appreciate! Please could you reorganize your 3 commits. For ex, the last contains updates on the readme but its title is 'add fping (...)' Also, could you give some context on why you're doing this? Is there something missing, not working in phpipam due to this? Why are you adding --no-install-recommends? Thanks,
