[WIP] Release Procedure #135

Hi,

First step to create a procedure to release a PBxplore version (RELEASE file). I used bumpversion tool to synchronize the version number across the different files.

TODO:

[ ] Fill the pypi procedure
[ ] Fill the readthedocs procedure
