Adding speed camera's to Surveillance theme #1913

I'm not sure what the right solution is but for 'traject controles' (average speed speed camera setups) they use camera's that do both license plate recog and speed detection but it's not possible with the theme to actually correctly get a highway=speed_camera tag on an object.

(also fiy: there seems to be a tagging scheme thing where speed camera's have a different orientation tag than normal surv camera's. Speed cam uses direction= while regular surveilance cams use camera:direction=)

I've enabled 'speed cameras' on the surveillance theme, but this is not really a 'trajectcontrole', for which I can't find tagging right away.

trajectcontroles are relations mapped as relations https://wiki.openstreetmap.org/w/index.php?title=Relation:enforcement&uselang=en

IMHO, they should be added as ALPR-cameras - because that is what they physically are.

oh derp, you're right. Should I make a separate issue to add enforcement=average_speed relations?

fyi there's a problem where I can't change the camera's I accidentally mapped in this case as speed cams to ALPR cams.. I think?
