[Feature]: Chips card alignment bottom up

Describe the solution you'd like

I want to align the chips from the chips card bottom up. Alining left, right, center and so on is available but it always starts from the top. I want it to start from the bottom.

Describe alternatives you've considered

I tried achieving this with card-mod since I read many posts here where this was used, but I wasn't able to reach my goal and card-mod is explicitly not supported and may brake other things.

I'm using the new Sections layout and would much appreciate this as the bottom spacing leave a lot of empty space.
