Incineration rates seem off for Remind-EU-21 runs #488

[edited] Hi, The values for pm_incinerationRate are too high for the EU, compared to EUROSTAT reported values (table below). On a second look, the PBL data that we are using for this seems to be off. This is calculated in mrremind::readStegmann(). @Renato-Rodrigues
