This PR adds project pipelines for nuclear capacities (IEA_PRIS) and reworks a lot of the validation threshold calculations. For details on the underlying assumptions check the corresponding discussions.
It also includes the renaming of "exportThresholds" to "fullThresholds", as proposed in https://github.com/pik-piam/mrremind/pull/533.
This PR does not change input-data or data in the historical.mif.
