Fix calculation of the transport liquids from oil. #116

It turns out our FE|Transport|Liquids totals do not add up. The reason has been the old fashioned calculation of the Oil sub-compartment.

One remark: this also affects FE|Transport|Liquids|Coal. Converting to draft. Edit: I can not convert to draft. Maybe wait with the merger until this is fixed.
