Capital Costs not aggregated #283

Dear colleagues, variables such as Tech|Electricity|Biomass|Combined Heat and Power w/o CC|Capital Costs and many more Tech|…|Capital Costs have values for each region, but are 0 in World. Is this intended or can this be fixed? Thanks!

The reason is, that the following Names from the tmp are not in int2ext:

Without having looked at the code in detail, I think the main challenge with aggregation of costs is coming up with an adequate approach to aggregate prices over regions, which is most likely far more sophisticated than summation or creating an average. So my guess is that it was intentionally left out because there was no way to create meaningful aggregate values for World.

Thanks, Falk, I agree, but in the end, it was a simply error that will be fixed in this PR. But I haven't really thought about the question whether the method is sophisticated enough :D
