IB broker support

Since questrade has officially deprecated their order entry api we'll need to of course add IB as a broker for order entry (as was always the plan). Besides, they have a wayyy better commissions structure.

Oh where to start...

• zipline-live is where we're headed though it uses the super old and seemingly un-maintained ibPy
  • here's some examples using ib
• all the cool kids are using ib_insync, the problem is there ain't all that much sync about it (imho the API is not great) plus it uses asyncio (yawn)
  • we can for sure do better rewriting it with trio
• ib-controller can be used to automate keeping ib-gateway managed in infra - here's some SO comments
• IB doesn't provide free snap quotes like a lot of other brokers so the initial plan is to get it working just for order entry and account management.
