New handling of config options crashes mupen64plus

Describe your system:
 - Operating System (be specific): Debian wheezy
 - Machine type (32-bit or 64-bit): 64
 - Mupen64Plus version: 1.99.5 with core taken from hg 361:c00d4390a647

The config can create crashes in other parts of the code when using with a 
prepared config file. This worked before and therefore is a regression in the 
config handling. Problem was introduced in 361:c00d4390a647

yes, it is a long version with an switch, but at least it looks more symmetic ;)
