I have the volume at full. In the listen to an example, the voice is loud, but when voicenotify announces, the voice is very low.

Sorry for the extremely slow response.

This is very likely because VN is configured to use a different audio stream than TTS uses by default. You can change the volume of the configured audio stream by pressing the volume buttons while in VN settings. Some streams behave differently as well. For example, the Voice stream usually plays audio through the phone speaker rather than the main speaker, so it is quieter.
