Brining up to date, fixing repeated text, and setting a truncation length #53

First, I have built this on RocketRider's patch, he did the majority of the work. I believe this resolves: https://github.com/pilot51/voicenotify/issues/51

I then added a fix for issue https://github.com/pilot51/voicenotify/issues/52

Finally, I added an extra config param to allow you to set a maximum message length...

For me it's working and stable...
