Some widgets can only be seen if you have the corresponding permissions (e.g. Bookmark Lists for Favourites, Copilot permission for Copilot job runs…). When the user is setting up his own dashboard, then the list with widgets is filtered out already to the available ones based on his permissions. However, when the user is reviewing someone elses dashboard with widgets that he does not have permission to review, then an info message should be shown within the widget stating that the permission is missing and that the user should contact the admin.
