there are several scripts using usb_max_power() now, and some are designed to be ran regularly (rockpool/flotilla), and will each add the entry in /boot/config.txt, which while harmless could become confusing rapidly.
also, it's the default on Pi3, so unnecessary to add, and again could become confusing, so would be nice to make the function more refined in those respects.
