This PR enables HDMI hot-plug on install (and removes it on uninstall), to ensure displays which are powered directly from the Raspberry Pi are picked up successfully after the Pi has booted.

Thank you! This is still something I'd love to see added directly into RetroPie- since I reckon the number of Composite users are slim to none, and certainly fewer than the HDMI users.
