This change tweaks start_ranging() so that passing in a 0 will not change any mode settings.
It also adds two new methods of note:
set_distance_mode() - a new method to set the ranging distance mode independent of calls to start/stop ranging
set_timing() - a new method to set up the timing budget. Note values are currently given in microseconds for budget and milliseconds for inter-measurement period.
