368: Conditional fixes #101

These are to make conditional PRs a little more sane. The idea is that by explicitly stating the branching must only be true at the time of declaring, players are free to resolve any divergence by leaving it as is and merging one-by-one (for non-strict dependencies) or by merging up (for strict dependencies).

待ちたくない。= I don't want to wait.
