374: Remove superfluous statement #111

The last sentence in the current 309 is clearly superfluous in light of rule 108 Numbering the World, which states:

Each proposed rule-change shall be given a number for reference.

Such superfluous statements make the rules unnecessarily confusing, and subtract from the beauty that exists within a fastidious rule set. I therefore propose this sentence be removed via this PR.

Note how rule 108 only requires the rule-change to be numbered though and how 309 demands the title of the PR to contain this number. I would argue there is a difference there ;)

And since my phone finds editing messages difficult I will just type a new one...

I should also confess that whereas your belief that rules should be clear is one that I do not always share. After all with clear cut rules the chance of someone committing a violation become smaller and that means the number of Trials I can partake in also decreases ;)

Ah, I guess I should remove only the if-clause in the sentence. I guess this should also be a Non-rule change PR.
