376: Determining who receives points on point-awardable conditions #114

I seems to me the rules on awarding points currently do not specify who receives points. This is an oversight that should be fixed.

Good catch:) I'd like to suggest some further changes. In particular, I'd like to restrict this rule either to rule-changes PRs, or PRs that need voting. If you add that, you have my vote.

That seems like an excellent use-case for our conditional voting mechanism :)

I resolve my own vote to be :+1: which yields 3/5 and a merge.
