383: Explicit precedence for warnings #123

I think the original was a little fuzzy, and because it didn't claim explicit precendence over 203, I'm not sure what would have happened.

I have also removed the explicit reference to rule-changes, so this now also applies to non-changes.

I think maybe the word "valid" would be nice as well? See also #122. In general I think validity of votes might be something worth looking into?

Added it in.

I think so too. Our current setup has stuff that invalidates votes spread throughout the rules
