Add pymacs-after-load-functions #40

As we have pymacs-autolod now, it would be nice to have mechanism similar to eval-after-load or after-load-functions to defer setup for Python modules. This PR implements Pymacs version of after-load-functions.

:-). Still alive! I'll try to be a bit more regular in this starting year, and should be back in a few days.
