Double loading regions endpoint on app start #165

I'm also seeing double loading on some sub-menus (e.g. picking a machine from the machine search detail screen), so look for more double loads in this issue.

We're doing the double region load to ensure that regions are setup the first time you use the app... AND it's a test that our server is available. Given that, I'm inclined to leave this as-is.
