Choose which admin receives user messages from android app #166

Right now just one admin receives the messages from the android app. Allow us to choose which admin gets the messages.

For /bayarea, make it user 18. inbox040@ericwag.net

Oh, I didn't do the bayarea update. I added the ability for you to tag users as primary email admins and/or machine_admins inside of the Users menu.
