after Update cIOS rev 21 cfg base is SD no more USB #105

What steps will reproduce the problem?
Pre. CFG OK on Rev 20 all on USB FAT32(.dol .cfg and .wbfs)
No SD-Card.
1.Install cIOS Rev 21
2.Launch cfg loader
3.loader ask for device, I choose USB Mass Storage : OK
4. But all themes and configuration are not detected
5. Can't save new configuration on HDD

What is the expected output? What do you see instead?

I should I my theme with the game labels and boxes.
I see a basic Text interface.

What version of the loader are you using?
v60/61/62/63a3

What is your System Menu version (e.g. 4.2u)?
4.2E

What is your media type (HDD, USB Flash, SD/SDHC)?

HDD WD 600Go / No SD-Card

How is your media formatted (wbfs, fat32, ntfs)?
Fat32

Which cios are you using and which version (222, 249v??)?
249Rev21

Please provide any additional information below.

FS: [ usb: ]
CFG base: sd:/usb-loader
Loader Version: 63a3
IOS249 (r21) [FRAG]
Base: IOS58 rev21 mload v1.0

I cannot confirm this issue. I do not have this problem with 63a3 on system 
menu 4.3E.

Ok, I reinstalled cIOS Rev21 again but now from SD Card without any usb devices 
plugged-in.
Then I restarted the wii , plugged the USB HDD and CFG loader appeared as 
before with correct configuration an dCFG base is on USB.

Issue can be closed !
