configurable config dir #22

The configuration dir is hardcoded: https://github.com/pindexis/marker/blob/9bd181db2f6e10d9d74b45cbc00ab3553fe89c4a/install.py#L83

There should be an option at install time to change it. I, for one, would prefer $XDG_CONFIG_HOME/marker/.
