translate: Components/Command_line translated to English #24

Trying to get some initial effort in, as I don't have hardware by hand, there is very limited thing I can do.

It seems the setup and quick start page has been translated already, as well as the wifi/ble examples, so I picked the command line tools as a start.

If this is useful, I could carry on with translation of other pages.
