Extracting php-related formulae #6

As I'm not active in PHP community and have no time to maintain none of my PHP projects (including dependencies) or actively participate in other PHP projects on a pro-bono base, I'm going to extract all PHP formulae and their deps (libv8) out from here (it would be probably hosted under https://github.com/phpv8 org) and stop building binaries.

It's a hard choice but it would be better if community will get a chance to take care of it rather it will die silently.

https://bintray.com/pinepain/bottles-devtools binaries repo for macOS removed as it's no longer maintained. Feels free to look into .travis.yml to see how binaries been built or contact me if you need more support (pro-bono for public and charity organizations only, commercial for commercial, it should be fair).

Homebrew deprecated php tap and moved everything into the core tap. Also they phased out PHP extension formulae in a favor of installing them via pecl OR hosting formulae somewhere else, which makes me thinking that I'm just going to phase out all PHP formuale for now.
