Note that this PR has two commits:

50589a5defd243b81ba627ed5b184f2f3a6836e0 to enable CI checks
407f4f73eee554d3584aa92f776bc0c30933f1f5 for running black django_tidb

It is easy to re-do the second commit in case of merge conflicts.

This PR is likely going to have or cause merge conflicts, best to merge it after the other PRs when possible.
