After operator v1.4.0, the image support multi-arch, so we need update the doc https://docs.pingcap.com/zh/tidb-in-kubernetes/dev/deploy-cluster-on-arm64

https://github.com/pingcap/tidb-operator/issues/4476 this feature have been merged into release-1.3, will update the doc after v1.3.2

For now, we will keep those configuration change section https://github.com/pingcap/docs-tidb-operator/pull/1762/files#diff-f7ab73aaef0de8cbf7e9b2f1b8367a04e0fabaf39ff9e59788a95496e004cba1, removing it after releasing v1.4.0.
