describe how to configure registry mirrors for Docker #425

This is useful when the connection to docker.io is slow or blocked.

We can use mirrors hosted by azure. (for azure IP only now, ref: http://mirror.azure.cn/help/docker-registry-proxy-cache.html)

people can refer to kind/docker/minikube official documentation to learn how to configure registry mirrors. this might be outside the scope of our documentation and we already provide images hosted in Alibaba Cloud (https://github.com/pingcap/docs-tidb-operator/pull/437), I'm going to close this.
