Add quick start tutorial for new user connecting to TiDB Cloud with a simple sample app we publish to GitHub repo.

Has first round of discussion. On evaluating https://codebase.show/projects/realworld since it provides a simple quick start app (blog) using over 100 languages. We will pick top 3-4 languages mostly used by MySQL application developers.
