The interaction on the "Popularity Trends" page is confusing #1468

Bug Report

Describe the bug

When I click the TAB option of "Historial Trending of Top 10", it always jumps to the top of the page.
When you directly enter the page through a link, the the highlight of tab option text and the highlight of the bottom bar are inconsistent
Bar Chart Race should highlight the "Pull Request Creators" tab
