*: add support for OPTIMIZE TABLE #1357

What problem does this PR solve?

This adds parser support for OPTIMIZE TABLE.

It is used by tests in MySQL, so I plan to add it to TiDB with a warning (since it's mostly safe to ignore).

What is changed and how it works?

Add support for OPTIMIZE TABLE <t> syntax.
