Improve observability of tidb operator #4872

Is your feature request related to a problem? Please describe:

Currently, there are only very limited metrics supported by tidb operator. Typically something related golang GC, not very helpful for troubleshooting. Here're the metrics we collect so far:

Describe the feature you'd like:

Controller runtime supports more metrics now, typically the reconciliation time, the worker queue and so on. It would be helpful in terms of performance troubleshooting if we can support similar metrics in tidb operator.

Describe alternatives you've considered:

Re-implementing tidb operator using kubebuilder could take longer in terms of code migration and testing.
