Page not update after markdown file updated #216

May caused by Github action concurrency. https://github.com/pingcap/website-docs/runs/5989261149?check_suite_focus=true https://github.com/pingcap/website-docs/runs/5989261385?check_suite_focus=true

These two workflow run at almost same time. KMNevNIvaI

They hit the same markdown cache and update themselves' target file. Then they rsync files, one workflow would overwrite another's data.
