Add News page #289

Need to add a News page. Requirements:

  1. There are two tabs on this page: PingCAP IN THE NEWS | Press Releases PingCAP IN THE NEWS: All coverage or publishing from external media platforms PRESS RELEASES: Announcements, press releases published by PingCAP (Need to manually pick from existing blogs)

  2. URL: www.pingcap.com/in-the-news www.pingcap.com/press-releases

  3. Add an entry in the footer: News, which is linked to www.pingcap.com/in-the-news
