y-axis scale in barchart is different from line chart using same data #44

What steps will reproduce the problem?
1. use same data for line and bar chart - data used to generate the two charts 
is attached below

Expected output is that y-axis will scale the same in both cases - instead in 
the line chart, the y-axis does not show the max values - barchart is OK.

What version of the product are you using? On what operating system?
Version was downloaded as single zip file from the ProtoChart homepage on 5th 
August 2011. Browser is Firefox 5.0 and OS is WinXP.

Problem may be related to first value being larger than second value. In some 
cases where first value is smaller than second, line chart renders correctly - 
but I have not tested all possible cases to verify this.
