this PR does a kind of massive rewrite of styles and stubs out the single-bill view

add single-bill view
restyle logged-in header to match guest header
remove skeleton.css library
rewrite a bunch of base css
add spacing and fontsize sass variables
use spacing and fontsize variables for more consistent layout
rewrite container and layout classes
stub out author and coauthor relationships to bill model
stub out members attribute on committee model
a lot of other minor stuff probably
