Kate C offered a list of instructions for first timers. We might consider re-wording or re-working our "no watchlist" flow to incorporate this. It might be useful to prompt folks to enter an email address/phone number for alerts as the first thing they do when they log on.

Kate's instructions:

1. Sign in by either your Facebook account or your Google gmail account.
2. Click on the search box. It will light up.
3. Enter the numbers of bills you want to watch. You can enter SB 15, sb 15, SB15 or sb15 -- they’ll all work.
4. For each number you enter, a line for that bill will appear. Click on the toggle switch at the left to tell Ping to track it for you.
5. When you are finished with your list, click on Settings at the top right.
6. If you enter your email address, you will receive email alerts. If you want to receive alerts on your cell phone, enter your phone number. Note that you can also receive a daily summary of either your watchlist or all legislation if you click the appropriate box.
7. When you’re finished, log out and wait for Ping to do your work for you!

@ohnoitsaustin I think we need to improve the empty watchlist workflow. I've gotten a couple emails from folks who are getting stuck on the first login of the session. Seems that the 'Loading Watchlist' spinner spins indefinitely and they don't know what to do. Perhaps some instructions there would be useful?
